A relação entre conselhos de políticas públicas e públicos participativos na elaboração de políticas urbanas nacionais: a politização do urbano e a institucionalização da participação pública no Brasil e em Portugal

Abstract

O enquadramento inicial do estudo é a crescente preocupação com políticas urbanas e sua relação com as instituições de participação pública. Nas últimas décadas, houve uma expansão da democracia e o surgimento de novas formas de participação da sociedade na elaboração de políticas públicas. O estudo chama a atenção para a necessidade de compreender certos contextos na implantação de políticas públicas onde, apesar do tema da política estar intrinsicamente ligado ao local, a autoridade pública local é, muitas vezes, tão somente a executora de políticas definidas em outras escalas. Experiências de participação pública que tentam diminuir essa distância podem contar muito sobre como aproximar a sociedade ao governo nacional e auxiliar na construção da democracia em múltiplas escalas. A partir do contexto de politização do urbano e de institucionalização da participação pública no Brasil e em Portugal, a tese analisou como objeto de estudo os conselhos de políticas públicas que tratam de políticas urbanas na escala nacional. A pergunta central é entender a relação entre a institucionalidade da participação pública e o público participativo, ou seja, os indivíduos e grupos de indivíduos que se organizam entorno de questões públicas para implementarem suas preferências, formados por mecanismos de deliberação face-a-face e liberdade de expressão e associação. O objetivo da tese é de compreender como os conselhos de políticas públicas auxiliam o público na elaboração de políticas urbanas nacionais. A pesquisa definiu três análises: compreender o funcionamento do desenho institucional dos conselhos; identificar a localização dos conselhos no processo de elaboração das políticas urbanas nacionais; e compreender a interação entre conselheiros e entidades dentro dos conselhos para observar a atuação do público nos conselhos de políticas públicas. Foram analisados: no Brasil, o Conselho das Cidades (ConCidades), ligado ao Ministério das Cidades; em Portugal, o Conselho Nacional do Ambiente e do Desenvolvimento Sustentável (CNADS), ligado ao Ministério do Ambiente, e a Comissão de Desenvolvimento Regional e Ordenamento do Território do Conselho Económico e Social (CDROT-CES), ligado à Assembleia da República. A hermenêutica foi escolhida como posicionamento epistêmico, privilegiando a relação eu/tu entre pesquisador e objeto, o que permite compreender o objeto de maneira subjetiva. O resultado da pesquisa foi de que tanto é necessário ter em mente a organização do público na hora de institucionalizar os conselhos assim como o próprio conselho pode ele também auxiliar na formação do público na escala nacional. Isso acarreta uma preocupação maior sobre os mecanismos de construção de representação da sociedade junto ao Estado.

The initial framing of the research is the growing concern of national urban policies and its relationship with institutions of public participation. In the last decades, there has been an expansion of democracy and the emergence of new forms of society participation in the elaboration of public policies. The study draws attention to the need to understand certain contexts in the implementation of public policies where, although the policy theme is intrinsically linked to local, local authority is often only the executor of policies defined in other scales. Experiences of public participation that try to reduce this distance can tell much about how to bring society closer to the national government and help build democracy on multiple scales. From the context of urban politicization and institutionalization of public participation in Brazil and Portugal, the thesis analyzed public policy councils dealing with urban policies at the national level as the object of study. The central question is the relationship between the institutionality of public participation and the participatory public, that is, the individuals and groups of individuals who organize themselves around public issues for the implementation of their preferences, formed by mechanisms of face-to-face deliberation and freedom of expression and association. The objective of the thesis is to understand how the councils help the public in the elaboration of national urban policies. The research defined three analyzes: to understand the functioning of the institutional design of the councils; to identify the location of the councils in the process of elaboration of the national urban policies; and to understand the interaction between councilors and entities inside the councils to observe the performance of the public in the public policy councils. It was analyzed: in Brazil, the Council of Cities (ConCidades), linked to the Ministry of Cities; in Portugal, the National Council for Environment and Sustainable Development (CNADS), linked to the Ministry of Environment, and the Committee on Regional Development and Spatial Planning of the Economic and Social Council (CDROT-CES), linked to the Assembly of the Republic. Hermeneutics was chosen as an epistemic positioning, privileging the relation between the researcher and the object. It allows to understand the object in a subjective way. The result of the research was that it is necessary to have in mind the organization of the public during the institutionalization of the council as the council itself can also help in the formation of the public in the national scale. This raises a greater concern about the mechanisms of construction of social representation within the State.
